Planting Capital Expressway: Notes from a Former Street Median Supervisor on What Works and What Doesn’t
A former street median supervisor reflects on planting and managing Capital Expressway’s corridor — what survived, what failed, and what every arterial planting project should get right from day one.

Capital Expressway is one of those corridors that every driver in Santa Clara County knows but few people look at closely. It moves thousands of cars a day through the eastern valley, past strip malls and office parks and light rail stations, and for most of its length it is exactly what you would expect: pavement, signals, sound walls, and the occasional island of landscaping trapped between turn lanes. I managed parts of that corridor for years, and I came away convinced that planting arterial roads is some of the hardest and most rewarding urban forestry work a public agency can do.
The first lesson is that soil volume is everything. A street tree in a four-by-four cutout surrounded by compacted base rock will not become a canopy tree. It will struggle for five or six years, look acceptable from a moving car, and then decline just as it should be providing shade. On Capital Expressway, the plantings that worked were the ones where we fought for continuous trenches, structural soil, or at least linked planters under the sidewalk. The ones that failed were the ones where we accepted the standard detail because the project was already behind schedule. The difference shows up within three years.
The second lesson is that species selection has to be honest about the site, not aspirational. This is a hot corridor. The pavement radiates heat. The irrigation is intermittent. The air quality is poor. A tree that needs moist, protected conditions will not thrive here, no matter how beautiful the rendering looks. What worked were tough, heat-adapted species with a high transpiration rate and a structural form that could handle pruning: Chinese pistache, raywood ash, crepe myrtle in narrower sections, and valley oak where there was enough soil volume to support a long-term native. What did not work were species chosen because they were on a preferred list from a cooler part of the county.
The third lesson is that the first two years are the contract that matters most. A tree planted in poor soil with a promise that someone will fix it later is already dead; the crew just has not removed the stake yet. On Capital Expressway, our strongest plantings were the ones with a dedicated establishment contract: regular irrigation checks, weed control, structural pruning, and replacement of failures in the first growing season. The weakest were the ones where establishment was folded into a broader maintenance contract and got attention only when something looked obviously wrong.
There is also a design lesson. Medians and parkways are not interchangeable. A median is a hostile environment: reflected heat from both directions, salt and debris from winter sanding, limited access for maintenance, and constant root disturbance from utility work. A parkway, even a narrow one, usually has more forgiving conditions because it is adjacent to sidewalk and lawn. Treating them as the same planting zone produces median failures that parkway plantings do not deserve to be blamed for. We started writing separate specifications for median and parkway plantings, and the results improved immediately.
Utility coordination is where good projects live or die. Capital Expressway is threaded with water, sewer, gas, electric, fiber, and traffic signal conduits. Every tree placement needs a conflict review, and the review needs to happen before the design is finalized, not after the contractor has ordered the trees. We learned to bring utilities into the schematic design phase and to keep a running map of abandoned lines and future upgrades. A tree planted on top of a planned utility replacement will be removed within five years. That is not a maintenance failure. That is a planning failure.
Irrigation is another place where the default approach fails. Clock-timer spray irrigation is the cheapest option to install and the most expensive to live with. It overwateres some trees, underwateres others, breaks down invisibly, and wastes enormous amounts of water through evaporation. What worked on Capital Expressway were pressure-compensating drip systems with separate zones for trees and shrubs, tied to evapotranspiration-based controllers where the budget allowed. The upfront cost was higher. The survival rate and water use made up for it quickly.
Then there is the human side. Drivers do not love construction. Businesses do not love losing parking access. Residents do not love the sight of stakes and irrigation tubing for two years while trees establish. A successful corridor planting needs a communication plan that explains the timeline, the species, and the long-term benefit. We held small business meetings before work started, posted simple signs with the project name and a contact number, and made sure our crews were polite to people whose daily commute had just gotten harder. That effort paid off in fewer complaints and more patience during the messy establishment phase.
The failures taught as much as the successes. We lost plantings to incompatible species, to insufficient soil, to irrigation that was turned off too early, and to construction damage that nobody documented. Each failure went into a lessons-learned memo that shaped the next project. The goal was never to pretend the corridor was easy. The goal was to make the next planting better than the last one.
Capital Expressway is still a working road, not a park. It will never be a perfect place for trees. But it can be a much better one than it was. The corridor now has sections where the canopy is starting to close, where summer temperatures are measurably lower, and where the street feels less like a highway and more like a part of the city. That transformation happens one trench, one species decision, and one establishment contract at a time. For a former median supervisor, there is no better proof that the work matters.
